Admiral Andsworth

A character at some times may be overlooked in comparison to the other members of OMEGA, Vice Admiral Gerome Andsworth is an accomplished naval officer in his own right. In 3219, he took command of the UNSC Indomitable, a Ruthless-Class supercarrier, and captained it through the Talahan Conflict as well as being the first naval commander in recent history to cross an Extrauniversal Space, even if it was by accident. Andsworth's career took a nosedive during the Deception of President Troy Marshall in 3239, being summarily demoted and reassigned to a run-down science vessel, but by the time of Marshall's arrest later that year, Andsworth received his ship back. 

He was characterized both by his desire to keep his men and women safe as well as by his distinctive Texan drawl. Some may consider his impressive mustache an additionally defining trait.
